The Delaware County Housing Authority is planning a major renovation of the Kinder Park public housing development site on Bullens Lane. Did you know that 9% of the development falls within the border of Nether Providence Township? Thus the proposed plans require approval from both Ridley Township and Nether Providence Township.

Plans are to raze the existing 156 triplex units and replace them with a mix of more modern and aesthetically pleasing units of different sizes.

In November the Nether Providence Zoning Board voted unanimously to allow requested variances but only after applying several conditions. They included a limit on the amount of impervious surface to 60 percent and a requirement that setbacks from Bullens Lane to be at least 10 feet. The application still has to go before the township planning commission and board of commissioners.

An attorney representing the authority said the total number of housing units had been cut from 31 to 25, the same number that currently exists. Also the building coverage area had been trimmed from 20.4 to 18.5 percent and the amount of impervious surface from 70 to 65 percent.

To satisfy the requested setback requirements called for, starting at the curb, a 4-foot grassy area, a 4-foot sidewalk and then 5 or 6 feet of walkway leading to the homes’ front porches, for a sufficient buffer area.

Nether Providence 2014 Budget Draft Seeks 6.16% Tax Hike

Nether Providence Commissioners have proposed a 6.16% increase in Nether Providence Township taxes for 2014. This translates into a 2014 millage rate of approximately 4.96 mills. For every $1,000 of assessed value township residents will pay $4.96 in municipal taxes. Last year Township taxes increased by 6.7%.

The Police Department and Public Works are the two biggest components of the of the Township budget.

The Commissioners will be meeting November 21 to take another look at cutting expenses. Following two December meetings, on the first and second Thursdays, a final budget will be voted upon.

Nether Providence Township Addresses Church Road Resident Concerns

Sidewalk Construction On Possum Hollow Has Raised Concerns With Residents

Nether Providence Township officials are addressing the concerns of Church Road residents over the installation of sidewalks, and the associated grading of the landscape near the Wallingford Train station. Property owners have also cited excessive removal of foliage and trees along their yards bordering Possum Hollow Road that has resulted in a loss of privacy. Vegetation removal may have been exceeded plans by up to 10 feet in the area, and the township will also consider ways to at least partially restore the privacy that the removed foliage provided.

Township officials have proposed the construction of a retaining wall along Possum Hollow Road to lessen the impact of the grading performed during the ongoing sidewalk construction project. The chiseled face granite block retaining wall is expected to cost approximately $10,000. This wall installation is not expected to add any additional costs to the project, which totals $408,000, since money that had been designated for a a wall on Turner Road will not be utilized.

Nether Providence Taxes To Rise 6.7% In 2013

Nether Providence Commissioners have proposed a 6.7% increase in Nether Providence Township taxes for 2013. The new millage rate will be set at 4.68 mills, up from 4.37 mills in 2012. For every $1,000 of assessed value residents will pay $4.68 in township taxes. The proposal will be voted upon on either December 13 or December 20.

The Police Department is the largest component of the Township’sudget, accounting for an amount just over $2 million of a total budget of $6.1 million. A 38% climb in police pension costs was a factor in the proposed tax hike.

The township’s annual sewer rate will increase to $342 per household, an increase of $42 in the current levy. This increase is in anticipation of higher costs that will be passed on by DELCORA, the county authority responsible for sewer waste handling.

Wallingford Sidewalk Projects Set To Begin

In a time prior to the turn of the 20th century Nether Providence Township applied for a $344,000 federal grant to install sidewalks in the vicinity of the Wallingford Train Station and were pleased to hear at the end of 1999, that their application had been stamped “approved.”

If you have been near the train station you are aware that a dozen years later there are no sidewalks, and the township is still waiting for the project to commence.

The good news is that the start of construction is about to begin. Bright orange cones and barrels marking out portions of the routes serve as tangible proof the work is finally about to begin.

If things go according to plan, the schedule calls for the completion of the project sometime next spring. The project will include the construction of 3,700 linear feet of sidewalk along the west side of Turner Road, the south sides of Rogers Lane and Possum Hollow Road, the latter adjacent to the train station.

These sidewalks will help fill in some pedestrian gaps by connecting the Leiper-Smedley Trail, which runs alongside a part of the Blue Route, with existing walkways and the train station.

The initial grant amount was $344,000, additional costs have added $64,000 to the funding, bringing the total to $408,000. Costs not covered by federal and state dollars will be handled by the township. Township officials have been concerned about pedestrian safety in the area of the train station, especially during the morning and evening commuting hours.

Meanwhile, another sidewalk project in the township is also on the horizon. Nether Providence Township was able to secure a grant under the federal “Safe Routes to School” program for the installation of a new walkway along busy Wallingford Avenue.

A grant of $304,500 was awarded for that undertaking, with the township responsible for any costs in excess of that amount. It will be on the north side of the busy cross street and provide a safer path for students bound by foot for Wallingford Elementary School on Providence Road. Officials hope this project will be completed in a much shorter time frame.
